Pricing Evaluation Specialist

Overview of proposed project
The successful candidate will provide procurement pricing planning and evaluation support for our client. We are seeking two specialised procurement pricing evaluation resources to review responses and write a pricing report for a complex ICT procurement.
Specialists will not be required on a permanent basis across the contract period, rather for blocks of time for specific evaluation processes. The first block will be from July 2021 for a period of approximately 10 weeks. The resources will need to be available on an ad hoc basis to provide briefings to evaluation committees and the delegate as required. Remaining blocks of work will be at a time negotiated with the successful candidate. 
Duties may include some or all of the following: 

  • Analyse, interpret and draft pricing schedules and pricing related procurement documentation to support approaches to market.
  • Lead the analysis of pricing responses for complex and simple procurement processes. This will include conducting pricing evaluations, participating in pricing evaluation working groups, reporting on pricing schedules, providing expert advice to the Evaluation Committee and senior executive.
  • Work with internal staff to determine agency costs against tendered vendor pricing.
  • Draft a pricing report suitable for the agency to rely upon in a procurement decision.
  • Present the pricing report to procurement evaluation committees and internal agency stakeholders.
  • Conduct modelling of software licence pricing provided by vendors.

Selection criteria
Mandatory Criteria
Demonstrated knowledge and understanding of:

  • Previous experience evaluating complex ICT pricing submissions, including software licensing arrangements.
  • Public, Governance, Performance and Accountability Act 2013
  • Commonwealth Procurement Rules.  

Weighted Criteria  

  • Demonstrated experience conducting complex procurement pricing evaluation.
  • Understanding of complex ICT software and delivery pricing
  • Demonstrated ability to write clear reports and communicate complex information to senior stakeholders.
